Question -why does the pitcher have to step off the rubber to throw home to
try to get Hill? -the announcers said something about a balk if he doesn't
but did not go on to explain it?

Actually, I don't think that's correct. Since he was throwing to the plate,
I don't think that would be a balk, but it would then count as a pitch to
the batter. If throwing to second or third, the pitcher must step off. He
cannot throw to first base once he has made a move to throw a pitch...

He doesn't have to, but it's likely his instincts after all these years
just told him to step off the rubber when he heard his teammates
yelling. Once a pitcher steps off the rubber, they are treated like an
infielder and can throw the ball or fake a throw or whatever.

If he had stayed on the rubber and simply made a pitch to home, a balk
would have been called because Posada jumped in front of home plate
before the ball got there. The catcher isn't allowed to do that. Since
Pettitte stepped off the rubber, the throw home wasn't a pitch, so
Posada was allowed to jump out to try to make a play.

Clear as mud?

You can find the baseball rulebook on the mlb.com website if you'd like
to look at the rules for a balk.

ah yes! you are correct. once the catcher is out in front of the plate, it
would not be a pitch, but, wouldn't that be an interference call on the
catcher, rather than a balk?

It's basically interference on the catcher but they call it a balk for
some reason. All base runners move up one base and the batter is awarded
first base.
