When will these idiots learn that the Pitcher, at least most of the
time, is NOT trying to throw a strike and probably did NOT miss. If it
was close, he was unlucky that the batter did not swing. If it wasn't
close, he didn't JUST MISS.

They're not necessarily saying the pitcher missed, they are saying that
the ball just missed the plate.

I think that the concept of a waste pitch on an 0-2 count is well enough
known that even the announcers know that the pitcher is trying to throw
a pitch close enough that the batter is tempted to swing, but not good
enough to hit well.
