cap leagues,how would you handle this?

I'm in a sallary keep auction league. I have a question for all of thsoe
that are in such a league. e had a 50 dollar cap (all players start at .25
cents and increase in 25 cent increments) we had to fill out our roster
using the 50 dollar cap. 1 person couldn't make it, and gave the commish his
list of people he wanted, and what he wanted to spend (I know... already
fishy) the commish woudl bid on players for him up to his max, and then a
few guys he had the "power of attourney" to go slightly over. he said
previous to the auction that if it happened that the guy who wasn't there
and the commish were in a bidding war, it would be up to the rest of the
people at the auction to decide if he increases his bid or not. ok that
being said, after the auction ended the person who wasn't there filled out
his team once rosters were set up (using free agents). yesterday, this same
person picked up a bunch fo free agents, and went about 1.25 over his cap.
now, it's a cap league, but there is no spacific rule saying when you have
to be under the cap (everyone just assumed that you need to be under the cap
at all time) for trades, a trade will be denied by the commihs if it puts
anyone over the cap involved in teh trade. at the auction we were limited by
this 50 dollar cap, so wouldn't it not be that far fetched that we are also
limited to 50 dollars for free agents? I'm just wondering how other cap
leagues handle this, and if something like this has happened before.

Is this a 1st Year League?

First of all... you have to be at the draft, or send a proxy.
Otherwise, you are just asking for trouble. "Here's my bidding info,
except when the commish is also bidding, in that case hand list to
nearest person not bidding."

OK, on to the question, my league has a draft day cap of $52.00 and an
in-season, hard cap of $75.00. In traditional roto, the minimum draft
price is less than the free agent price. Also, you have to allow some
wiggle room in the salary cap, otherwise, all trades would have to even
out down to the nickel. Too hard. Lastly, the in-season cap eliminates
the ability of one owner to participate unevenly in firesale/dump
trades that happen as teams fall behind in the standings and set
themselves up for next year.

Set an in-season cap to complement the draft day cap.

You'll probably have to make some exceptions for this season since it's
already screwed up. Generally in cap leagues, you'll have money set aside
specifically for free agents or an overall hard cap that can never be
exceeded. Considering the commish blew keeping track of the player's
leftover funds, he should have had made sure the team had something like
1.25 for 5 player spots left. Had that other owner been there, this
situation probably wouldn't have happened, so he can't be faulted too much.
At the same time, your league may goto infighting if it's not agreed upon or
that this owner gets screwed because 4 players are more useful than the 2
buck guy he has to drop, which then everyone will fight for. Make some
rules regarding such a situation and apply it to next year.
