The actual rule Neyer is referring to is Major League Rule 12(e)(2): "A
transfer agreement may provide for the assignment of the contract of an
unnamed player, provided:"

(C) "The player has not been on the Active List of any Major League Club
during any part of a championship season between the date of the agreement
and the date of the assignment."

In other words, the rule states that whomever we send to Pitt cannot be on
our 25-man roster between the time of the trade agreement and the time he is
selected.

Thanks very much for this reply. Is there a website or something that has these
rules? (I've always wanted to read the "other" rules about drafting, etc, as
opposed to the rules of play. Thanks again for the facts on this question.

It's unfortunate but there is no website with the rulebook. I looked
everywhere without success. It's clear that MLB believes the fans do not
need to know the rules of the game. I ran across the rule on a Cubs message
board. The person who posted it has a friend who works for a minor league
team, and that team had a copy of the rules. He merely photocopied the
applicable section. Having read the real rule, it appears that Neyer gulp
down a bottle of tequila to help him interpret the rule!
