The ESPN article makes it sound like the umps got it wrong; the
pitcher is supposed to announce which arm he's going to pitch with
before the hitter steps up.

Which, I seem to vaguely recall when this came up a while back. Didn't
the Braves have a two-handed pitcher in low-A ball at one point?

I've read somewhere, that there's nothing about it in the official
rulebook. However batter should stay in the box asnd he goes into the
box before pitcher goes to pitch, so it seems batter should declare first.

Just to add to that, the umpire is not required to grant the batter
timeout, so let him switch sides (without timeout being granted), and
throw the ball while he does so.

I didn't read the article, but if it's the same as what they were
showing the other day on ESPN, the pitcher did indeed get the final say,
throwing right-handed to a right-handed banner, striking him out and
pissing him off, such that he pounded his bat into the ground.

Unless Jim Abbott is making a comeback, I believe all Braves pitchers
have two hands.
