It is not a handout that he is looking for but standard operating
procedure for sports franchise owners. Never invest 100% in capital
expendatures like stadiums. Use as much public funding as possible so
that you keep options of moving alive and that the local cummunity has
a stake in the franchise. That way stadium costs don't take from your
revenue stream and the owner's pocket.
That is what hurt Wayne Huzinga when he aquired the Dolphins. Joe
Robbie built the stadium for $110 million and pledged sky box revenue
for 10 yrs to pay for the stadium. He needed another tennat in the
stadium so he aquired a MLB. Five yrs later, a WS ring, and the
stadium was paid for he no longer needed the Marlins. Hence the fire
sale.
