Yes, as an out.

OBP On-base percentage
(H + BB + HBP) divided by (AB + BB + HBP + SF)

[I've read some discussion of whether Sacrifice Flies do or don't
rightfully belong in the denominator.]

What about reaching base on a dropped third strike?

No. The only time that OBP is figured is when the batter earns his spot on
the bases. ie, a walk, hbp, basehit. Reaching on an error does not figure
into it.

How bout the batter's ball striking a runner (assuming a fielder had a chance
at the ball)?

Hmmm.... I thought reaching on a fielders choice wasn't considered
an at bat...just like a sacrifice. I probably should know this..I used
to be an official score keeper but that was softball and it was many
tequila shots ago. Can't remember now.

Fielder's choice is the same as an out. That's the point. He could have
thrown the batter out, but chose to get a current base runner.

Dropped third strike is scored as a strikeout and then scored as an error by
the catcher or pitcher. The OBP does not increase due to reaching base on
an error.

I thought it was a strikeout and a wild pitch or passed ball...
