This is true only if the runner runs out of the baseline to avoid a tag.
There isn't anything in the rules about a runner who starts running
around aimlessly for no reason at all.
The rules do say that a runner can be called out for running the bases
in reverse order "for the purpose of confusing the defense or making a
travesty of the game." A runner may also be called out for "abandoning
his efforts to run the bases" - the rulebook comments make it clear the
rule is intended to apply to a runner who heads back to his dugout.
Neither the rule itself nor the comments on it say anything about a
runner who meanders about the playing field.
