it's kind of like a mini-expansion draft that everybody gets to take part
in.

Any player in a team's organization that is a) not on the 40-man roster, and
b) has 3+ years of professional experience (depending on how old they were
when they first signed a professional contract) is eligible to be selected
in the Rule V Draft.

Teams select in the waiver order IIRC, so the bad teams usually get first
dibs. Each team can either pass or take a player from another club. If they
take a player they pay the old club $50,000. They have to keep that player
on their 25-man roster (or the DL) all year or offer him back to his
original club for half of the $50,000 price.

There is also a minor-league version of the Rule V draft, not sure how
different that one is.

Note that in order to take a player a team must have an available spot
on their 40 man roster - which means that they have one fewer minor
leaguer protected.

Players assigned to AA have to be kept in AAA all season, etc. Teams
get to protect a number of players (unsure exactly how many) It's
usually used to fill a hole for a year. For instance, if a team
doesn't have any adequate third baseman in AAA and don't want to rush
anybody or move any real prospects out of position, they might draft a
3b languishing in AA just to help their AAA affiliate. The players
drafted are normally pretty close to being 6 year minor league free
agents anyway.
