Of course.
The Hell's Angels (by which I presume the OP meant the Hell's Angels
Motorcycle Club) was founded in San Bernardino, which in California but
nowhere near Oakland. Denied.
There has never been any institutionalization of ebonics in Oakland. While
some misguided local leaders considered introducing a language called
"Ebonics" into the curriculum in Oakland's schools, their efforts were
quickly and completely rejected by the citizenry in favor of a simple policy
to help teachers appreciate the language patterns that many African-American
students bring to school. That's a smart policy, hardly the
institutionalization of a language, which the OP clearly intended to
suggest. Denied.
As far as being the "poor cousin of San Francisco", I don't think it's a
criticism to say that a given city is not as wealthy as San Francisco. San
Francisco's a great, world-class city. Maybe Oakland's not so great, so
what. Oakland's still pretty dang good. Not denied.
