A little-known side-effect of the last CBA was supposed to eliminate
compensatory draft picks for free agent signings (Billy Beane has lived
high on the hog with that feature for years). At any rate, the CBA
language could never be precisely agreed upon for changes to the draft
rules, so the International draft and the draft-pick compensation changes
never happened. The D-Backs will still get draft picks as compensation
for losing free agents.
For example, if Curt Schilling doesn't get traded before the 2004 season
starts, he's said he'll veto any mid-season trade, so if the D-Backs don't
trade him before the season starts, they'll get "nothing" for him if they
don't re-sign him after the season.
This is where things get tricky. If the D-Backs make a qualifying tender
offer to Schilling and he signs elsewhere (there are other rules involving
arbitration, etc.), they get at least a first-round pick for him.
Depending on how monster a season Schilling has in 2004, they could get
additional picks, including an additional supplemental first-rounder. The
A's had three first-round picks in the draft after they lost Jason Giambi
to the Yankees, thanks to draft-pick compensation.
At any rate, they don't have to trade their veterans to get good young
players in return. They just have to get draft picks.
