| I-Cubs are .500. What will Pittsburgh do, (it appears transparent as
Beltran is on the DL with a strained bicep) GM on Pitt does not want to be
embarrassed further so it will be hard to take a broken pitcher for Ramirez.

However, according to the papers this morning, Hendry is giving Pitt longer
to decide on the PTBN. If Hill is the one, why would they need it? Perhaps

One can only guess, Claude but I also see no other reason than they are
waiting for Beltran to get off the DL.
Pittsburgh may also have players from other organizations to consider as
PTBNL but I don't believe that is the case.

Maybe not. The acquisition of Freddy Sanchez makes Hill less attractive to
the Pirates. It would seem nuts to take Beltran over Hill, but I wouldn't
be surprised now to see it happen.

I don't think it's nuts at all, and let me stake the definite minority
opinion here and say that taking Beltran is the smart move for
Pittsburgh. He has way more upside than Hill, who still has not broke
the major leagues at 28 years old by next spring training. Position
players don't suddenly "blossom" at 28. Frank Beltran OTOH can be a
very effective ML pitcher and would be the smart move for someone with
a long term horizon.
So I'm HOPING they take Hill, even though from a VERY short term
perspective Hill could help the Cubs this year as a more effective
reserve IF than Augie F. Ojeda.

Isn't there some kind of a rule that players on the DL cannot change teams.
If so, it seems Beltran would have to be their man.

Yes. I'm guessing that the Pirates are willing to wait until the player
they want is off the DL before getting him.

I keep hearing that. But the pitcher the Yankees got from Cinci in the
Boone deal was (and still is) on the DL. RonDL White was acquired by the
Cubs while he was on the DL a few years ago.
Perhaps that used to be a rule, but is no longer valid? Maybe the league
has to grant special permission? I don't know, but players on the DL seem
to be traded with some regularity. I don't see why Beltran can't be dealt
within the rules.
