If I understand the Rule 5 matter correctly then Sisco needs to remain
on the Royals 25 man roster all season.

Yes. If Hagerty does not stick with the Marlins all season, he is offered back to the Cubs. The Orioles are out of the picture though I imagine that there is a PTBNL involved somewhere and, if Hagerty somehow sticks with the Marlins, Baltimore could get a marginal PTBNL. The Marlins intend to be competitive and there really is no chance that Hagerty will occupy a spot on their 25-man roster all season.
