Is this the second time this has happened (with 1977 being the first)?

Only the second time I can think of in my lifetime, and I was only 5 at this
time in '77, so I am relying on others' information.

Exciting times for Chicago baseball fans!

I think it was. I recall that year and the local media made some mention of
their odds to also finish in first.
If my memory is correct, I think they both quickly went south after the AS
break. Although the rent-a-player era made it interesting.
There was Jim Spencer at 1st, Soderholm 3rd, Zisk, Gamble and Nordhagen (?)
in the OF. But I didn't like those uniforms with the wide collars.
It seemed that they were 1880's style.

Actually the White Sox peaked at the end of July 77. They took 3 outta
4 from KC and had a 5 game lead going into August. Things quickly went
downhill from there. Lerrin LaGrow who was lights out as their closer
reverted back to his old ineffective form and the Sox couldn't hold
leads. The hitting remained great and amazingly the team didn't get
shutout until September.

Even more exciting than that to me, both the Cubs and Sox were in first
place in September of 2003. Sept 7th, 2003 actually.
