Formation of new APBA Hi-Low League
Commish has much experience in doing other leagues and has played in other
leagues for years.
No fee to join.
Nucleus of 8 managers have already joined (have been together in a computer
winter league).
Plan to play April through October (162 games) using the APBA Computer game
with Commish files and franchise files-1 home series every other week (6
games).
Hi-Low team concept-start with permanent NL base team and pick a new AL team
to go with it each year-make the best team out of those 2 teams.
No trading once the season starts. Trades only last for the current season.
Other specifics below.
First come, first serve on the 8 NL base teams left (Giants, Marlins,
DBacks, Expos, Pirates, Rockies, Brewers, Padres). AL teams will be
selected once the remaining 6 teams are picked. Two NL base teams will go
unpicked.
You have through February 29 to get your NL picks in. Please send it your
top 2 picks just in case I can't get back to you about your top pick being
already taken.

The APBA Hi-Lo Computer League (AHLCL)
A. Picking NL base teams *
1. Initial Year (Spring 2004): random draw for order of pick of base
NL team.
a. Whoever gets highest number in draw gets pick of NL base team
b. That pick doesn't necessarily mean that they get the 1st pick of
the AL teams.
2. Following years: order of finish (1st pick goes to winner of
playoffs-a reward)
a. 2nd pick goes to runner-up of playoffs
b. Last pick goes to AHLCL team with worst record from last AHLCL
season
c. Everyone gets to keep previous NL base team if they want
d. 1st pick means that if you decide to drop your NL base team from
previous
year, you get 1st pick of teams left and/or of teams dropped.
B. Picking AL teams
1. NL teams are ranked by winning percentage from previous year.
2. The NL team with the worst percentage gets first pick of AL base
team.
3. That pick can be ANY AL team. (Idea here is that you are likely to
end up with
2 teams that you really want, rather than just your favorite NL
team paired with
a random AL team.)
4. The 2nd pick goes to the NL team with the 2nd worst percentage and
they get to
pick any AL team that is left, etc.
5. Any NL team or AL team that is not selected that year is dropped for
that year.
6. The next year the process starts over with the NL team with the
worst
MLB percentage getting the first pick.
C. Schedule, usage rules, etc.-same as our Winter League (details to be
worked out later)
D. Maximum 14 teams (unlike Winter League)-no divisions, playoffs involve
top 4.
* Picking NL base teams will be done in 2 clusters each year. 1st cluster is
current AHLCL teams (HLCWL teams this initial season). 2nd cluster would be
new recruits.
(First cluster teams have been selected: Braves, Cubs, Astros, Phils,
Dodgers, Cards, Reds, Mets. Teams remaining: Giants, Marlins, DBacks,
Expos, Pirates, Rockies, Brewers, Padres.)
** Here is the order of NL finish using the MLB 2003 standings: (ties broken
with head-to-head records)
1)Atlanta, 2) SF, 3) Florida, 4) Cubs, 5) Houston, 6)
Phillies, 7) LA,

St.L., 9) Arizona
10) Montreal, 11) Pitt, 12) Rockies, 13) Cincy, 14) Milwaukee,
15) Mets, 16) Padres
*** Sample of how the picking goes. Let's say that there end up being 4
managers (A,B,C,D). 1. Random draw says that B gets first pick, then A, D,
C.
2. B gets first pick of NL teams. B picks Cincy, A picks Padres, D picks
LA, and C picks Mets.
3. Of those 4 NL base teams, they are ranked in reverse order of MLB
standings. A gets 1st pick of AL team because Padres had worst winning pct
of the 4 teams, C is next (Mets), then B (Cincy), then D (LA).
4. A can pick any AL team they want-they don't have to pick the NYY, then C,
B, D.
